Background After a brief period of independence between the two World Wars, Latvia was annexed by the USSR in 1940. It reestablished its independence in 1991 following the breakup of the Soviet Union. Although the last Russian troops left in 1994, the status of the Russian minority (some 30% of the population) remains of concern to Moscow. Latvia continues to revamp its economy for eventual integration into various Western European political and economic institutions. The Philippines were ceded by Spain to the US in 1898 following the Spanish-American War. They attained independence in 1946 after Japanese occupation in World War II. The 21-year rule of Ferdinand MARCOS ended in 1986, when a widespread popular rebellion forced him into exile. In 1992, the US closed its last military bases on the islands. The Philippines has had two electoral presidential transitions since the removal of MARCOS. In January 2001, the Supreme Court declared Joseph ESTRADA unable to rule in view of mass resignations from his government and administered the oath of office to Vice President Gloria MACAPAGAL-ARROYO as his constitutional successor. The government continues to struggle with Muslim insurgencies in the south.

Disputes - international draft treaty delimiting the boundary with Russia has not been signed; has not ratified 1998 maritime boundary agreement with Lithuania (primary concern is oil exploration rights) involved in complex dispute over Spratly Islands with China, Malaysia, Taiwan, Vietnam and possibly Brunei; claimants in November 2002 signed the "Declaration on the Conduct of Parties in the South China Sea", a mechanism to ease tension but which fell short of a legally binding "code of conduct"; Sultanate of Sulu granted Philippines Government power of attorney to pursue its sovereignty claim over Malaysia's Sabah State but Malaysia rejects claim
Economic aid - recipient $96.2 million (1995) ODA, $1.1 billion (1998)
Economy - overview In 2000, Latvia's transitional economy recovered from the 1998 Russian financial crisis, largely due to the SKELE government's budget stringency and a gradual reorientation of exports toward EU countries, lessening Latvia's trade dependency on Russia. Latvia officially joined the World Trade Organization in February 1999 - the first Baltic state to join - and was invited at the Helsinki EU Summit in December 1999 to begin accession talks in early 2000. Unemployment fell to 7.8% in 2000, down from 9.6% in 1999, and 9.2% in 1998. Privatization of large state-owned utilities and the shipping industry faced more delays in 2000, and political instability will continue to delay completion of the privatization process over the next year. Latvia projects 6% GDP growth, 2.5%-3.0% inflation, and a 1.7% fiscal deficit in 2001. Preparing for EU membership over the next few years remains a top foreign policy goal. In 1998, the Philippine economy - a mixture of agriculture, light industry, and supporting services - deteriorated as a result of spillover from the Asian financial crisis and poor weather conditions. Growth fell to 0.6% in 1998 from 5% in 1997, but recovered to about 3.3% in 1999, 4.5% in 2000, and 4.5% in 2001. In 2002, the Philippines recorded GDP growth of 4.4% but also incurred a record budget deficit. As a result, the Philippines is burdened with a public sector debt equal to more than 100% of GDP. Growth eased to 3.8% in 2003. The government has promised economic reforms including going forward with privatization, reforming the tax system, and promoting additional trade integration within its region. Considerable drive is required to update the educational system and the road network.
