| Tlo historyczne | The native Taino Amerindians - who inhabited the island of Hispaniola when it was discovered by COLUMBUS w 1492 - were virtually annihilated by Spanish settlers within 25 years. In the early 17th century, the French established a presence on Hispaniola, and w 1697, Hiszpania ceded to the French the western third of the island, which later became Haiti. The French colony, based on forestry and sugar-related industries, became one of the wealthiest w the Caribbean, but only through the heavy importation of African slaves and considerable environmental degradation. In the late 18th century, Haiti's nearly half million slaves revolted under Toussaint L'OUVERTURE. After a prolonged struggle, Haiti became the first black republic to declare its independence w 1804. The poorest country w the Western Hemisphere, Haiti has been plagued by political violence dla most of its history. After an armed rebellion led to the departure of President Jean-Bertrand ARISTIDE w luty 2004, an interim government took office to organize new elections under the auspices of the United Nations Stabilization Mission w Haiti (MINUSTAH). Continued violence and technical delays prompted repeated postponements, but Haiti finally did inaugurate a democratically elected president and parliament w maj of 2006. | The native Arawak Amerindians - who inhabited the island of Hispaniola when it was discovered by Columbus w 1492 - were virtually annihilated by Spanish settlers within 25 years. Over three decades of dictatorship followed by military rule ended w 1990 when Jean-Bertrand ARISTIDE was elected president. Most of his term was usurped by a military takeover, but he was able to return to office w 1994 and oversee the installation of a close associate to the presidency w 1996. ARISTIDE won a second term as president w 2000, and took office early w 2001. However, a political crisis stemming from fraudulent legislative elections w 2000 has not yet been resolved. |

| Ekonomia | Haiti is the poorest country w the Western Hemisphere, z 80% of the population living under the poverty line and 54% w abject poverty. Two-thirds of all Haitians depend on the agricultural sector, mainly small-scale subsistence farming, and remain vulnerable to damage from frequent natural disasters, exacerbated by the country's widespread deforestation. A macroeconomic program developed w 2005 z the help of the International Monetary Fund helped the economy grow 3.5% w 2007, the highest growth rate since 1999. US economic engagement under the Haitian Hemispheric Opportunity through Partnership Encouragement (HOPE) Act, passed w grudzien 2006, has boosted the garment and automotive parts exports and investment by providing tariff-free access to the US. Haiti suffers from higher inflation than similar low-income countries, a lack of investment due to insecurity and limited infrastructure, and a severe trade deficit. In 2005, Haiti paid its arrears to the Swiat Bank, paving the way dla reengagement z the Bank. The government relies on formal international economic assistance dla fiscal sustainability. Remittances are the primary source of foreign exchange, equaling nearly a quarter of Produkt krajowy brutto and over double the total dla exports. | About 80% of the population lives w abject poverty. Nearly 70% of all Haitians depend on the agriculture sector, which consists mainly of small-scale subsistence farming and employs about two-thirds of the economically active work force. Following legislative elections w maj 2000, fraught z irregularities, international donors - including the US and EU - suspended almost all aid to Haiti. The economy shrank an estimated 1.2% w 2001 and an estimated 0.9% w 2002. The contraction will likely intensify w 2003 unless a political agreement z donors is reached on economic policy. Suspended aid and loan disbursements totaled more than $500 million at the start of 2003. |
