Background After a brief period of independence between the two World Wars, Latvia was annexed by the USSR in 1940. It reestablished its independence in 1991 following the breakup of the Soviet Union. Although the last Russian troops left in 1994, the status of the Russian minority (some 30% of the population) remains of concern to Moscow. Latvia joined both NATO and the EU in the spring of 2004. The territory of Northern Rhodesia was administered by the South Africa Company from 1891 until it was taken over by the UK in 1923. During the 1920s and 1930s, advances in mining spurred development and immigration. The name was changed to Zambia upon independence in 1964. In the 1980s and 1990s, declining copper prices and a prolonged drought hurt the economy. Elections in 1991 brought an end to one-party rule, but the subsequent vote in 1996 saw blatant harassment of opposition parties. The election in 2001 was marked by administrative problems with three parties filing a legal petition challenging the election of ruling party candidate Levy MWANAWASA. The new president launched a far-reaching anti-corruption campaign in 2002, which resulted in the prosecution of former President Frederick CHILUBA and many of his supporters in late 2003. Opposition parties currently hold a majority of seats in the National Assembly.

Disputes - international Russia refuses to sign the 1997 boundary treaty due to Latvian insistence on a unilateral clarificatory declaration referencing Soviet occupation of Latvia and territorial losses; Russia demands better Latvian treatment of ethnic Russians in Latvia; the Latvian parliament has not ratified its 1998 maritime boundary treaty with Lithuania, primarily due to concerns over oil exploration rights; as a member state that forms part of the EU's external border, Latvia must implement the strict Schengen border rules the Botswana, Namibia, Zambia, and Zimbabwe boundary convergence is not clearly defined or delimited
Economic aid - recipient $1.2 billion (2004-06) $651 million (2000 est.)
Economy - overview Latvia's transitional economy recovered from the 1998 Russian financial crisis, largely due to the government's budget stringency and a gradual reorientation of exports toward EU countries, lessening Latvia's trade dependency on Russia. The majority of companies, banks, and real estate have been privatized, although the state still holds sizable stakes in a few large enterprises. Latvia officially joined the World Trade Organization in February 1999. EU membership, a top foreign policy goal, came in May 2004. The current account deficit - 11.5% of GDP in 2005 - remains a major concern. A growing perception that many of Latvia's banks facilitate illicit activity could damage the country's vibrant financial sector. Despite progress in privatization and budgetary reform, Zambia's economic growth remains below the 5% to 7% necessary to reduce poverty significantly. Privatization of government-owned copper mines relieved the government from covering mammoth losses generated by the industry and greatly improved the chances for copper mining to return to profitability and spur economic growth. Copper output increased in 2003 and is expected to increase again in 2004, due to higher copper prices. The maize harvest doubled in 2003, helping boost GDP by 4.0%. Cooperation continues with international bodies on programs to reduce poverty, including a new lending arrangement with the IMF expected in the second quarter, 2004. A tighter monetary policy will help cut inflation, but Zambia still has a serious problem with fiscal discipline.
